On the 3rd drawing you have the Ground going to the +5 rail (my guess is that you have the wires crossed at some point therefore the fuse issues) The smoke that came out of the power supply sort of would indicate a blown cap but you cant be sure without checking.

How bright do they need to be during the day to deter the birds?

Candy cane's and singing faces give the biggest bang for buck as such IMO. A Grinchy signing face in your case. Build up over a few years to add the dumb lights.

I live in Karratha, its hit 40 plus most days, I think its 30 odd deg now and it's not even 7am. I don't think heat has a big effect.
